Functions

1. To organize the formulation of regulations and policies to promote domestic market system building and rural and urban market development, and advance the construction and perfection of a unified, open, competitive and orderly modern market system.

2. To research and map out development strategy for domestic market, and organize the formulation of development plan for domestic trade; to guide the construction of commodities wholesale market and circulation service system for important goods such as automobiles; to promote standardization of various business markets; and to assist relative departments in guiding the development of domestic futures market.

3. To research and put forward policies to attract domestic and foreign capital to invest in market system building, regulate market access procedure of investment in the commercial field, organize the implementation of major investment projects of market system building with central fiscal arrangement, and examine and approve feasibility and startup of projects in the commercial field with foreign investment.

4. To promote healthy and orderly development of urban commerce, guide the formulation and implementation of the planning of urban commercial outlets and the construction of community commercial facilities, and regulate urban major commercial projects and infrastructure construction in the circulation field.

5. To strengthen infrastructure construction of agricultural markets and cold chain circulation, promote connection of production with selling and connection of agricultural products with supermarkets, promote rural market system building and transformation, and foster and develop rural markets; to formulate relative policies to extend channels for agricultural products processing and selling, improve rural business infrastructure, and stimulate rural consumption; and to implement rural chain operations, and establish modern circulation network system.

6. To formulate and organize the implementation of policies of automobile (new cars, second-hand cars) circulation, supervise and manage automobile circulation industry according to related regulations, guide administrative work of scrapped cars, be responsible for upgrading of old cars, and regulate automobile and building material markets.

7. To undertake other work assigned by the leaders of the Ministry.
